Cancel a tenant workspace's deletion

POST/v1/workspaces/{externalId}/cancel-deletion

Requires an API key with the workspaces:manage scope. About keys and scopes

Partner keys only. Keeps the workspace. New sends work again; messages skipped while it was being deleted are not sent.
